Bechtel Jacobs Line Cleaning

IES was contacted by Bechtel Jacobs Company, LLC (BJC) to access all process piping, tanks, and chemical traps found in the basement of Building K-1401 and to evacuate and neutralize all hazardous materials contained in them.  Before the project concluded, the scope expanded to cover all piping inside and outside the building.

The chemicals anticipated on this project included Fluorine, Chlorine Trifluoride, Hydrogen Fluoride, and Uranium Hexafluoride. The project goal was to remove these very hazardous chemicals so that the pipe and other containers might be more safely configured for demolition.  

IES’s first step was to develop a 3-dimensional piping diagram of the various systems inside the building. In this manner, complex piping runs could be more easily identified and greater efficiency brought to the evacuation process.  IES’s approach to the project was to access the target pipe and then, using a high vacuum venturi scrubber, draw any chemical vapors directly into the neutralizing material (potassium hydroxide).

Where possible, the IES crew accessed the target pipe or tank through an existing access point such as valve inlet or a gauge inlet.  If no existing point was available, the crew employed a tap and saddle arrangement to gain access.  The tap and saddle allowed a target piping run to be intrusively accessed without the danger of any vapor release.  Once the pipe was evacuated under vacuum, the crew would then open another access point downstream.  With the pipe open on two ends, the crew injected steam which reacted with any residual chemical and with any UF6 solids.  Real time monitoring for fluorine and hydrogen fluoride indicated no vapor emissions in the processing area.

The use of steam proved essential to ensuring total system neutralization.  However, the steam did result in production of condensate, some of which was contaminated with Technetium 99.  With advice from BJC and Radcon personnel, IES developed methods to collect the condensate and prevent any process area contamination.

IES was also required to dispose of UF6 found in traps.  IES successfully completed this task by using heat to sublimate target material within the traps and then directing this material under vacuum to a specialized reactor system.  The UF6 was converted to uranium oxide.

IES managed several thousand feet of piping including processing stations, roof runs, elevated piping, and autoclave rooms.  Several tanks and traps were also involved.  All work was done in Level B protective gear without incident.  Air monitoring was conducted throughout the operation using several different types of chemical-specific monitors.
